摘　　要：在稳就业的背景下,2019—2020年连续两年政府工作报告提出了高职扩招300万的任务。扩招对象中“退、下、农”群体代表性强、差异性大、基数大,是扩招的重要主体。招生、培养、就业是全面做好扩招工作的三个关键环节。基于湖南省2019年第一次高职扩招的调研分析,做好“退、下、农”群体扩招的关键在于政、企、校多方协同,精准识别扩招群体,精细解读扩招政策,精心做好教育培养与配套服务;开设适合扩招对象学习并具有良好就业前景的优质专业,以实现扩招对象高质量就业为“牛鼻子”。Under the background of stable employment,the government work report from 2019 to 2020 puts forward the task of expanding the enrollment of higher vocational education by 3 million.Among the enrollment expansion objects,the three groups of“veterans,laid-off workers and migrant workers”are typically representative,highly differentiated and have a large base,which are the important subjects of enrollment expansion.Enrollment,training and employment are the three key links in the expansion.Based on the investigation and analysis of the first higher vocational enrollment expansion in Hunan Province in 2019,the key of the enrollment expansion is to accurately identify the groups,interpret the policies,and do well in education and supporting services.Superior majors that are suitable for the students to learn and have good employment prospects could be set up so as to realize the goal of high-quality employment for the expansion objects.The key to the expansion is to link governments,enterprises and colleges together and implement policies accurately.
