摘 要:长江干线具有流速快、易扩散的特点,为防止溢油事故发生后对水资源及敏感水域的污染,针对长江干线水文、航道特征,以及溢油应急保护的需求,提出一种“围控-引导-回收”的溢油应急处置模式.在此基础上,以缓流区为节点对长江干线溢油应急救援区域进行划分,对每一划分区域构建以应急响应时间最短、总成本最小为决策指标的双目标选址优化模型,进而构建整个水域的溢油应急救援网络.利用LINGO程序对模型进行优化求解,得到最优解.以长江干线某航段溢油应急救援点的选址为例对模型进行验证,运行结果表明:所提出的优化选址模型具有可行性.According to the hydrological and waterway characteristics of the Yangtze River trunk line and the demand of oil spill emergency protection,an oil spill emergency disposal mode of“containment-guidance-recovery”was proposed.On this basis,the oil spill emergency rescue area of the Yangtze River trunk line was divided with the slow flow area as the node.For each divided area,a bi-objective location optimization model with the shortest emergency response time and the minimum total cost as decision indicators was constructed,and then an oil spill emergency rescue network for the whole water area was constructed.The LINGO program was used to optimize the model and get the optimal solution.Taking the location of oil spill emergency rescue points in a certain section of Yangtze River trunk line as an example,the model was verified,and the operation results show that the proposed optimal location model is feasible.
