项目进村中技术理性的折耗——以村干部贪占犯罪案件为分析基点

摘　　要：以技术理性为精神内核的项目制能够助推国家治理现代化和公共权力理性化,但仍存在逻辑困境和运行瑕疵,这在项目进村入户中体现得尤为明显。基于中国裁判文书网2017至2019年村干部贪污侵占犯罪案件的分析表明,项目专项资金已成为村干部贪占的重灾区。从表层的技术逻辑看,村干部凭借相应的手段破解了项目制技术程式;从深层的制度逻辑看,项目进村在为村干部提供了项目管理这一结构性机会的同时,所依存的制度成本保障不足,而制度成本问题可能会给项目制及其技术理性带来内卷化和形式化的风险。因此,在项目进村入户时,应加强基层政府和普通村民对村级组织的监督制衡。The project system with technical rationality as th e spiritual core can promote the modernization of national governance and the rationalization of public power,but there are still logical dilemmas and operational defects,which are particularly obvious in the process of projects entering villages and households.Based on the analysis of the cases of corruption and embezzlement of village cadres from 2017 to 2019,the special fund for the project has become a major disaster area for village cadres.From the superficial technical logic,the village cadres cracked the technical program of project system by corresponding means;from the deep institutional logic,the project into the village provides the village cadres with the structural opportunity of project management,while the system cost is insufficient,and the problem of system cost may bring the risk of involution and formalization to the project system and its technical rationality.Therefore,we should strengthen the supervision and balance of the grassroots government to the village level organizations,and strengthen the supervision and balance of ordinary villagers to the village level organizations.
