摘　　要：城市社区经济的良性发展是建立在客观的发展定位和科学的规划的基础上,通过充分发挥政府的主导作用而实现的。文章分析了我国城市社区经济发展的定位,对我国城市社区经济规划的依据及原则进行了梳理,探讨了政府在城市社区经济发展中扮演的角色。研究结论显示,城市社区经济的发展不仅要注重经济的增长,还要注重社会的发展、民生的改善以及经济结构、产业结构的优化完善,政府在城市社区经济发展的战略定位上依然是主导者,是宏观调控的角色,推动制度建设,成为决策者、管理者和公共产品资源提供者,政府角色由管理转变为服务,才能推动城市社区经济更高效的发展。The benign development of urban community economy is based on the objective development orientation and scientific planning,which is realized by giving full play to the leading role of the government.This study analyzes the orientation of urban community economic development in China,combs the basis and principles of urban community economic planning in China,and discusses the role of government in the development of urban community economy.The conclusion shows that the development of urban community economy should not only pay attention to economic growth,but also pay attention to social development,the improvement of people's livelihood,the optimization and perfection of economic structure and industrial structure.The government is still the leader in the strategic positioning of urban community economic development,the role of macro-control,promoting system construction,and becoming the decision-maker,manager and public product resource provider In order to promote the development of urban community economy more efficiently,the role of government should be changed from management to service.
