摘　　要：基于电力捕鱼对渔业资源、生态环境、人类社会等的危害性和治理难的现实,通过回顾国内外电力捕鱼的发展历程,分析了现阶段国内治理电力捕鱼的难点以及存在原因,提出加强宣传,提高渔民的法律意识;加强对制造、销售电力捕捞工具的惩治;充分发动人民群众,群防群治;充分利用高科技手段,水陆空全方位立体打击违法行为;行政和刑事处罚并重,增加违法成本等管理建议,以期为电力捕鱼管理和相关管理措施制定提供参考。Based on the harmfulness of electrofishing to fishery resources, ecological environment and human society and the reality of governance difficulties, this paper reviews the development history of electrofishing at home and abroad, analyzes the difficulties and existing reasons of domestic governance of electrofishing, and proposals are made: to strengthen publicity and improve the legal awareness of fishermen;to strengthen the punishment of the manufacture and sale of electrofishing tools;to fully mobilize the people, implement mass prevention and control;to make full use of high-tech means, from water, land and air to combat illegal acts in all dimensions;equal attention should be paid to administrative and criminal punishment, and the penalties of illegal activities should be increased.
