摘　　要：党中央提出我国高等教育要走"内涵式发展"之路,这涉及到高校工作的方方面面,但人才培养仍然是高校的最基本职能。提高人才培养质量,关键在教师。如何有效调动教师的教学积极性,使教师在教学中的投入显著增加,既要体现"多劳多得",还要体现"优质优价",必须对教师进行全面考核,考核内容最为重要的应是教学质量。要科学而公证地完成对每一位教师的教学评价,必须加强和完善教学督导工作。The Party Central Committee has proposed that higher education in China should take the road of"implicit development",which involves all aspects of the work of colleges and universities,but talent training is still the most basic function of colleges and universities.The key to improve the quality of talent training lies in teachers.How to effectively arouse teachers’teaching enthusiasm and increase teachers’investment in teaching should not only reflect"more work and more gain",but also reflect"high quality and high price".The most important content of examination should be teaching quality.In order to complete the teaching evaluation of every teacher scientifically and notarized,we must strengthen and perfect the teaching supervision work.
