摘　　要：高校承担着为国家和社会培养人才的重任,培养什么人、为谁培养人、怎样培养人,是关乎高校办学方向以及能否坚持党的领导的重大问题。高校基层党组织是党的基层细胞,是党的政策和任务落实的有效载体,其领导体制和工作运行机制是否通畅有效关系着党的事业发展和接班人的问题。因此,研究高校基层党建,针对存在的问题提出解决对策能更好地发挥高校党建的引领作用,为促进高校人才培养和学校健康发展提供坚强有力的组织保障。Colleges and universities bear the heavy responsibility of cultivating talents for the country and the society. It is a major issue concerning the direction of running a university and whether they can uphold the leadership of the Party. Grass-roots Party organizations in colleges and universities are the cells at the grassroots level and the effective carrier to carry out the Party’s policies and tasks. Whether the leadership system and working mechanism are effective, will influence the Party’s career development and succession problem. Therefore, studying on the grass-roots Party construction in colleges and universities and putting forward countermeasures for the existing problems can better play a leading role of the university party construction, and provide strong organization guarantee for the promotion of the college talent training and healthy development of schools.
