摘　　要：科技转化率不高会导致大量科研成果趋于"休眠",针对"休眠态"科技成果,有必要构建有效的公共资本补偿机制激活其潜在价值,然而由于信息不对称和专业性不足,公共资本在补偿私人资本的过程中需要引入第三方机构获取并评估相关信息;考虑受偿方与评估方存在寻租倾向,基于补偿行为关系构建演化博弈模型,通过均衡分析得出各主体的博弈行为动态趋势及限制条件,以及补偿强度、合谋成本与监管力度等制约因素对博弈行为的影响,以揭示补偿博弈的内在机理。最后在研究结果基础上,提出关于补偿对象选择、信息披露甄别以及公共监管完善等补偿对策,以期提升公共资本效用。The low commercialization rate of science and technology has led to a large number of achievements becoming ’dormant’, it is necessary to construct an effective public capital compensation to ’activate’ the potential value of these ’dormant’ S&T achievements. However, in the compensation process for private capital by public capital, due to information asymmetry and lack of professionalism, it needs to introduce more specialized third party institutions for information acquisition and evaluation. Considering that there is a rent-seeking tendency between the reimburse and the evaluator, based on the relationship of compensation behavior, this paper constructs an evolutionary game model, through equilibrium analysis, the dynamic trend and restriction conditions of game behavior of each subject are obtained, and the influence of compensation intensity, collusion cost and supervision on game behavior is obtained. Finally, on the basis of the research conclusion, the paper puts forward compensation countermeasures on the selection of compensation objects, the screening of information disclosure and the perfection of public supervision in order to improve the utility of public capital.
