摘　　要：参与式扶贫是提升精准脱贫治理效能的重要路径,其内在机理表现为参与式扶贫通过贫困人口介入以矫治扶贫领域供给侧结构性失灵、通过赋权以消除贫困亚文化、通过增能以促进贫困群体内源式发展等。英国非政府组织“四川农村发展组织”和我国非营利性社会团体“四川扶贫开发协会”在四川汉源县开展的参与式扶贫实践是典型案例之一,它形成的突出贫困人群“参与”、向贫困群体赋权及注重贫困人口能力建设等经验对当下我国政府扶贫系统开展参与式扶贫实践具有启发意义。在此基础上,为了全面推进参与式扶贫以提升精准脱贫治理效能,今后应坚持党组织引领,凝聚社会组织力量;转变思想观念,促进以人民为中心的思想落地生根;优化制度设计,保障参与行为;构建乡村公共能量场,大力推进话语赋权等。Participatory poverty alleviation is an important pathway to improve the governance efficacy of targeted poverty alleviation.Its internal mechanism is that participatory poverty alleviation involves the intervention of the poor to correct supply-side structural failures in the field of poverty alleviation,empowerment to eliminate poverty subculture,and capacity enhancement to promote the endogenous development of the poor,etc.The participatory poverty alleviation practice carried out by the British non-governmental organization“Sichuan Rural Development Organization”and Chinese non-profit social organization“Sichuan Poverty Alleviation and Development Association”in Hanyuan County has made Sichuan one of the typical cases.The experience that it has formed in highlighting the“participation”of the poor,empowering the poor and focusing on the capacity building of the poor has beneficial and enlightening significance for the current government poverty alleviation system to carry out participatory poverty alleviation.On this basis,in order to promote participatory poverty alleviation comprehensively and improve the governance efficacy of targeted poverty alleviation in the future,we should adhere to the leadership of the Party organization and gather the strength of social organizations,change ideological concepts and promote people-centered thinking to take root,optimize system design to ensure participation behavior and construct a rural public energy field to promote discourse empowerment vigorously,etc.
