摘  要:民主是美国社会的内在属性,作为推进"伟大社会"的重要组成部分。1965年林登·约翰逊总统签署的《高等教育法》则是这种民主夙愿的延续,更是回应了当时美国民众教育民主的诉求,为寒门子弟实现高等教育"梦"提供了可能。作为民主结晶之《高等教育法》,其内容制定与颁布彰显了林登·约翰逊的教育民主思想,林登·约翰逊早年经历奠定教育民主思想的基础;任职期间对民主的关切最终实现了该法案的出台。与此同时,《高等教育法》也是教育民主化进程中的重要角色,其在推动联邦大学生资助体系的形成、推进美国教育平等化发展、教育大众化等诸多方面做出重要贡献,为美国教育强国之路创造了可能。The Higher Education Act of 1965 was the key for President Lyndon Johnson to promote the“great society”.The successful enactment of the act provided the possibility for the children from poor families to realize the“dream of higher education”and was an important way to realize the education democracy and fairness of the“great society”.In the study of the formulation and enactment of the law,the role of Lyndon Johnson cannot be ignored.His early experience laid the foundation for the idea of educational democracy.During his tenure,his strong leadership wisdom and his concern for educational democracy finally brought about the enactment of the bill.What’s more,the Higher Education Act of 1965 is also an important role in the process of education democratization.It has made important contributions to the formation of the federal college student financial aid system,the process of promoting the equality of education in the United States,the popularization of education and many other aspects,creating the possibility for the United States to become a powerful country in education.
