摘  要:改善编外人员工作环境是强化相关单位工作力量的主要途径之一。通过问卷调查、计量经济模型等方法对中国农业科学院编外人员的研究表明,工资待遇、福利保障、编制以及发展机会等是影响编外人员工作满意度和离职意向的重要因素,但目前在这些方面总体满意度较低,需要给予重点关注。此外,职称评定与向编制内流动是大多数编外人员反映的热点问题。持续改善上述因素是未来优化编外人员工作环境的重要途径。Improving the working environment of off-staff personnel is one of the main ways to strengthen the work force of relevant public institutions.Through questionnaire survey,econometric model and other methods,the study on the off-staff personnel of the Chinese Academy of Agricultural Sciences shows that salary,welfare,establishment and development opportunity are the important factors that influence the job satisfaction and turnover intention of the off-staff personnel.However,at present,the overall satisfaction in these aspects is low,so we need to pay attention.In addition,the evaluation of professional titles and the flow to the establishment are hotspot issues made known by most of the off-staff personnel.Continuously improving the above factors is an important way to optimize the working environment of the off-staff personnel in the future.
