西部地区高校R&D活动对经济增长影响的实证研究

摘　　要：高校作为承担R&D经费投入的重要机构,通过发挥技术创新扩散和知识创造传播的功能影响地区经济增长。通过建立面板数据模型,对2001—2018年西部地区不同类型高校R&D经费和不同类型R&D活动现状进行分析,研究发现:西部地区高校R&D支出对经济增长具有显著促进作用,其中理工农医类高校R&D经费支出对经济增长具有明显的促进作用,同时存在R&D经费使用效率低下的问题;在高校R&D活动类型中,西部高校活动总支出经费逐年增加,不同领域各有侧重,基础研究和应用研究对促进经济增长的作用明显。因此,应加大西部地区高校R&D经费投入力度,合理调整R&D活动支出结构,开展具有高校特色的科学研究活动,提高西部地区高校R&D经费的使用效率,促进西部地区高校R&D投入与经济增长和谐共进。As an important institution to undertake the R&D investment,the colleges and universities influence the regional economic growth by playing the functions of technological innovation diffusion and knowledge creation dissemination.Through the establishment of panel data model,an analysis was made on the current situation of different types of R&D funds and different types of R&D activities in western China from 2001 to 2018,and the results show that the R&D expenditure of colleges and universities in the western region has a significant role in promoting economic growth,and among them,the R&D expenditure of science,engineering,agricultural and medical universities has an obvious role in promoting economic growth,while the use efficiency of R&D funds is low;in the types of R&D activities in colleges and universities,the total expenditure of activities in colleges and universities in western China has increased year by year,with different emphasis in different fields.Basic research and applied research play an important role in promoting economic growth.Therefore,some measures were put forward to promote the harmonious development of R&D and economic growth in colleges and universities in the western region,such as increasing the R&D funding input,reasonably adjusting the R&D expenditure structure,carrying out scientific research activities with university characteristics,and improving the utilization efficiency of R&D funds.
