从孙子兵学看重大公共危机处理——关于应对新冠肺炎疫情的思考

摘　　要：基于对疫情防控及重大公共危机处理小概率、突发性、破坏性、弥散性等基本特征的分析和认识,应对重大公共危机必须强化四个基本理念:一是强化“厚爱其民”理念,始终践行以人民为中心;二是强化“上下同欲”理念,努力打造全局一盘棋的局面;三是强化“运筹帷幄”理念,不断谋求在危机中育新机、于变局中开新局;四是强化“争取先机”理念,稳步推进国家治理体系和治理能力现代化。重在把握四个关键环节:坚持“有备无患”,致力于“知彼知己”,力求“兵贵神速”,善于“顺势而为”。Based on the analysis and understanding of the basic characteristics of epidemic prevention and control and handling of major public crises,such as small probability,suddenness,destructiveness,and dispensability,four basic concepts must be strengthened in response to major public crises:First,strengthen the concept of“loving the people and always practice taking people as the center”.Second,strengthen the concept of“keeping the same desire from the above to the below”,and strive to create a situation where the overall situation is considered as a whole.Third,strengthen the concept of“working out plan and strategy”and constantly seek to cultivate new opportunities in the crisis and the changing situation.Fourth,strengthen the concept of“striving for opportunities”and steadily promote the modernization of the national governance system and governance capabilities.The focus is on grasping the four key links:adhere to the concept of“there is no danger when there is preparedness”,commit to“estimate correctly one’s own strength as well as that of one’s opponent”,and strive to“speed is everything in war”and be good at“acting according to the situation”.
