摘　　要：文章描述了我国城市化快速发展过程中,中小城市文化发展与经济社会发展之间的不同步现象。分析了国家“全民终身学习”环境下,位于中小城市的地方大学图书馆顺应所在区域经济社会发展,深入居民社区开展阅读推广的必要性与可行性;分析了相较于地方公共文化机构,地方大学图书馆所具备的资源、媒体、智力等优势以及借助优势开展居民社区阅读推广活动的原则、过程和内容,总结了活动所带来的社会效益及面临的主要问题。This paper describes the out-of-step phenomenon between the cultural development and economic and social development of small and medium-sized cities in the process of rapid urbanization in China,analyzes the necessity and feasibility of local university libraries in small and medium-sized cities adapting to the economic and social development of their regions and carrying out reading promotion in the residents communities,and analyzes the advantages of resources,media,intelligence and other advantages of local university libraries compared with local public cultural institutions,as well as the principles,processes and contents of carrying out reading promotion activities of residents'communities,and summarizes the social benefits brought about by the activities and the main problems facing them at present.
