摘　　要：随着盐业体制改革的不断推进,我国在食盐安全监管、打击食盐违法事件等工作上初见成效。但受长期的专营体制影响,我国食盐市场出现了市场竞争力差、依赖专营盈利,地方发展不均衡、地方市场保护以及食盐违法事件多发等问题,这都将严重的影响到广大人民群众的涉盐安全。因此不断完善、加强盐业体制改革后的食盐安全监管工作就显得尤其重要。本文通过运用公共管理学中的社会规制和市场失灵理论,在一定理论基础上重新探索出一种合理、科学、高效的食盐安全监管模式,这将有助于顺利推进盐业体制改革后食盐安全的监管,对完善我国食盐安全监管理论具有积极的参考意义。With the continuous advancement of salt industry system reform,China has achieved initial results in salt safety supervision and cracking down on salt illegal incidents.However,due to the long-term influence of the monopoly system,China’s salt market has faced some problems,such as poor market competitiveness,dependence on monopoly for profit,uneven local development,local market protection and frequent salt illegal incidents,which will seriously affect the salt-related safety of the vast majority of the people.Therefore,it is particularly important to constantly improve and strengthen salt safety supervision after the reform of salt industry system.In this paper,by using the social regulation and market failure theory in public management,on the basis theory to explore a reasonable,scientific and efficient of salt safety regulations,this will help to promote the reform of salt system smoothly after salt safety regulation,to perfect China’s salt safety regulation theory has a positive reference significance.
