摘 要:高校教师高级专业技术职务学术能力的同行评议,目前聚焦于专家主观性和外部非学术因素影响下的评价质量与公信力问题。为最大限度地防范与减少上述两类消极因素,使同行专家对高校价值主体与教师学术能力客体的现实价值关系作出符合学术逻辑的判断,基于上海高校学术能力评议实践与反思,新时代背景下同行评议机制的科学建构可从认识论理念、基本原则、实施路径三个层面展开。作为内在价值与社会价值的统一体,人才自由发展本质的价值需求必然成为个体价值与社会价值导向不断形塑的内驱动力。任何机制建构都在这一规律下展开与完善。Under the background of the new era,the peer review on the academic ability of University teachers focuses on the evaluation quality and Credibility under the influence of experts’subjectivity and external non academic factors.In order to prevent and reduce the above two kinds of negative factors to the maximum extent and make the peer experts make a judgment in accordance with academic logic on the realistic value relationship between the subject of university value and the object of teacher's academic ability,the scientific construction of peer review mechanism can be carried out on the basis of the practice and reflection of Shanghai Universities’academic ability evaluation from three levels:epistemological concept,basic principles and implementation path.As the unity of internal and social value,the value demand of the essence of free development of talents is bound to become the internal driving force of shaping individual value and social value orientation.Any mechanism construction is developed and perfected under this law.
