摘  要:为推动新时代航天成本工程建设,充分考虑航天工程复杂系统工程特性,运用正向激励理论,从经济人假设和社会人假设两个维度开展设计,明确了成本管控激励机制的体系,建立了成本管控激励基准的方法与手段,构建了全链条、多维度、立体式成本管控激励机制,充分激发和调动了全员参与成本管控的积极性、主动性和创造性。In order to promote the construction of aerospace cost engineering in the new era and fully consider the characteristics of aerospace engineering complex system engineering,the paper uses positive incentive theory to design from two dimensions of economic man hypothesis and social man hypothesis,defines the system of cost control incentive mechanism,establishes the means of cost control incentive benchmark,and constructs a full chain,multi-dimensional and three-dimensional cost control incentive mechanism system,which fully stimulates and mobilizes the enthusiasm,initiative and creativity of all staff to participate in cost control.
