摘  要:“职业技能”培训已成为我国职业教育人才培养的日常项目。2019年初,国务院颁布《国家职业教育改革实施方案》明确提出启动“1+X”证书制度试点工作,并在4月发布了《关于在院校实施“学历证书+若干职业技能等级证书”制度试点方案》,是进行职业院校教学改革、缓解当前结构性就业矛盾的重要举措。“1+X”证书制度强调以能力为本位的人才培养模式,涵盖学校与企业、教育与职业、个人学习与工作的跨界融合,如何保证这一制度下人才培养质量是亟需解决的问题。本文试从“人才培养质量入口—人才培养质量过程—人才培养质量出口”三个方面,涵盖了证书体系、课程体系、评价体系等内容对这一问题进行探索,为提升我国职业教育人才培养水平提供有益启示。“Vocational skills”training has become a daily project of vocational education personnel training in China.At the beginning of 2019,the State Council promulgated the“Implementation Plan of the National Vocational Education Reform”,which clearly proposed the launching of the“1+X”certificate system pilot work,and in April issued the“Pilot Plan on the Implementation”of the“Certificate of Education and several Vocational Skills Grade Certificates”System in colleges and universities.“1+X”certificate system emphasizes the ability-based talent training model,which covers the cross-border integration of schools and enterprises,education and occupation,individual learning and work.How to ensure the quality of talent training under this system is an urgent problem to be solved.This paper tries to explore this problem from three aspects“the entrance of talent training quality-the process of talent training quality-the export of talent training quality”,which covers the contents of certificate system,curriculum system and evaluation system,and provides useful enlightenment for improving the training level of vocational education talents in China.
