摘  要:按照与医院发展战略导向相结合、运用PDCA循环持续改进、有效监管和主动参与相结合、定量为主应量尽量、分类管理体现差异、考核评价结果与绩效挂钩的六大原则,医院建立实施基于PDCA的平衡记分卡职能科室绩效考核评价体系。达到了各科室高度重视职能科室绩效管理,科室工作高度融入医院战略规划;运用PDCA完成和改进工作成为管理思维和管理文化;科室负责人辅助决策和管理能力明显提高;更加重视内部流程优化,更加重视管理内涵建设;实现了学习和成长动力进一步加强的目标。存在着少部分工作任务和计划没有按目标完成或完成质量欠佳、部分承担支持保障服务职能科室满意度较低的现象,需要从进一步科学设计和量化考核标准、建立先进的信息交互平台及时跟踪反馈职能科室工作完成情况、提高考评结果运用的即时有效性、实现对职能科室个体的考核等4个方面持续改进职能科室绩效考核评价工作。According to the six principles of combining hospital development strategy guidance,continuous improvement using PDCA cycle,effective supervision and active participation,quantifying as much as possible,categorizing management,reflecting differences,and evaluating evaluation results and performance,Establish and implement a PDCAbased balanced scorecard function department performance assessment and evaluation system.Reached that each department attaches great importance to the performance management of functional departments,and the work of the departments is highly integrated into the strategic planning of the hospital;the use of PDCA to complete and improve the work becomes a management thinking and management culture;the department heads have significantly improved their decision-making and management capabilities;they pay more attention to internal process optimization and more Pay attention to the construction of management connotation;the goal of further strengthening learning and growth momentum.There are a small number of work tasks and plans that are not completed according to the target or the quality of the completion is not good,and some departments are undertaking the support service function.Four aspects,such as feedback on the completion of the work of the functional departments,improving the instant effectiveness of the evaluation results,and the assessment of the individual individuals in the functional departments,continue to improve the performance evaluation of the functional departments.
