产业集群绿色发展的动力机制研究——以山东为例

摘　　要：制造业产业集群绿色发展的动力机制问题是我国经济实现绿色发展的关键环节。产业集群绿色发展动力机制构成包括主体、要素、作用机理、动力类型四个层面。动力体系包括内源动力和外部动力两个维度。本文以山东工业集群为例,选取绿色发展的动力指标,建立定序logit回归模型,然后选取2000-2017年山东工业企业上市公司数据进行实证分析,得出产业集群绿色发展动力不足的相关结论,并指出其原因在于缺乏绿色发展意识,企业忽视清洁生产和绿色管理,政府与中介机构的监督不到位,环境规制遇到“规制俘获”而失去效力等。完善集群绿色发展动力机制的根本路径在于发挥集群主体的积极性,大力推进绿色管理创新、绿色服务、绿色督查和绿色消费,从内源动力和外部动力两个维度,构建企业绿色竞争力、市场绿色约束力、政府绿色管制力、消费者绿色舆论压力。The dynamic mechanism of industrial cluster green development is the key to realizing green development of China’s economy. The dynamic mechanism of industrial cluster green development consists of four levels: subject, factor, mechanism and drive type. Dynamic system includes two dimensions: internal drive and external drive. Taking Shandong industrial cluster as an example, we select the features that affect green development, and establish the logistic regression model, and then select the data of listed companies of Shandong industrial enterprises from 2000 to 2017 for empirical analysis. Through analysis, we draw the conclusion that Shandong industrial cluster green development lacks the motivation, and point out that lacking green development awareness, neglecting clean production and green management, inadequate supervision by the government and intermediaries, and environmental regulations losing effectiveness when encountering"regulatory capture"are the main reasons. The fundamental path to improve the dynamic mechanism of industrial cluster green development is to give play to subjective enthusiasm, vigorously to promote green management innovation, green services, green supervision and green consumption, and to build corporate green competitiveness, market green binding, government green control, and consumer green public pressure from internal drive and external drive.
