天津市综合性三甲医院对口帮扶甘肃省贫困地区医院的经验与启示

摘　　要：天津医科大学总医院在对口帮扶甘南藏族自治州人民医院工作中,构建了完善的组织和制度体系,遴选优秀的医疗骨干派驻受援医院,并实施柔性援甘政策。帮扶人员为当地患者提供了优质的医疗服务,帮助受援医院规范诊疗行为、开展临床新技术、培养医疗人才、加强学科建设,显著提升了受援医院的医疗服务能力和水平。在对口帮扶实践中,医院归纳出医疗扶贫是打赢扶贫攻坚战的重要举措,帮扶工作应“输血”与“造血”相结合、“引进来”与“走出去”相结合,并须实施“柔性帮扶”和“远程帮扶”。During the couplet assistance to the People’s Hospital in Gannan Tibetan Autonomous Prefecture,Tianjin Medical University General Hospital constructed a complete system of organizations and institutions,selecting excellent medical staff to aid the recipient hospital and carrying out flexible measures.The aiding staff provided good medical services for the local patients,helped the recipient hospital to standardize medical operations,introduced the new techniques,and enhanced the discipline construction,which raised the recipient hospital’s capacity and level of medical services.From the practice of couplet assistance,the hospital summarized their experience,pointing out that the medical poverty alleviation is an important measure for winning the fight against poverty and the aids should combine“transfusion”with“hemopoiesis”,“introduction of talents”with“cultivation of talents”,and“flexible assistances”with“long-distance assistances”.
