摘　　要：全面、科学的评价体系是审视我国校园足球政策执行效果评价指标的重要理论依据。通过文献资料、德尔菲法、层级分析等研究方法,以政策学作为切入视角,从政策文本、政策执行者、政策执行单位、政策执行系统与政策执行外部环境等维度出发,对我国校园足球政策执行效果评价体系进行研究,旨在为科学合理地评价我国校园足球政策执行效果提供指标参考与工具选择,进而为促进我国校园足球政策有效实施提供借鉴。结果表明:通过两轮德尔菲专家询函调查结果的调整与修正,最终建构涵盖一级评价指标5项、二级评价指标10项;三级评价指标37项的我国校园足球政策执行效果评价体系,并在此基础上结合AHP层级分析法,获得各项评价指标权重,并对各项指标释义进行解释与分析。A comprehensive and scientific evaluation system is an important theoretical basis for examining the evaluation indicators of the implementation effect of China campus football policy.This paper used literature,Delphi method,hierarchical analysis and other research methods,and takes policy as an entry point of view.Starting from the dimensions of policy text,policy implementers,policy implementation units,policy implementation systems and policy implementation external environment,The policy implementation effect evaluation system is researched to provide index references and tools and options for scientifically and rationally evaluating the implementation effect of China campus football policy,and to provide a reference for promoting the effective implementation of China campus football policy.The results showed that through the adjustment and revision of the results of the two rounds of Delphi expert inquiry letters,we finally constructed an evaluation of the implementation effect of China campus football policy covering 5 first-level evaluation indicators,10 second-level evaluation indicators,and 37 third-level evaluation indicators.System,and on this basis,combined with the AHP level analysis method to obtain the weight of each evaluation index,and explain and analyze the interpretation of each index.
