预算削减背景下的美国基础教育政策走向——基于2021年美国联邦财政预算提案

摘　　要：每年的联邦财政预算提案都是观察美国总统未来一年施政要点的窗口。2020年2月特朗普向国会提交了2021财年预算提案,与2020年实际预算相比,此次预算提案的教育拨款被大幅削减,在这一背景下,美国新一轮基础教育拨款的重点在补助弱势群体学生、教育选择、职业技术教育和高等教育准备计划等方面,这也反映出联邦政府基础教育政策的走向,其内容主要围绕着促进教育公平、通过促进升学和就业以提高教育效率,支持教育选择,以及赋予州和地方学区更多的教育权力等主题展开。预算提案所体现出的基础教育政策的形成与基础教育拨款的减少,都与美国经济政策的转变、新联邦主义、教育政策的原则和基础教育改革等因素密不可分。The annual federal budget shows President’s priorities for the coming year,and Trump submitted a budget for the 2021 fiscal year to congress recently.Compared to the 2020 enacted,education funding is cut in the budget.The educational funding focuses on disadvantaged students,educational options,Vocational and Technical education,and post-secondary education preparation programs.And the financial allocation of basic education can reflect the direction of the federal government’s basic education policy.Besides,it focuses on promoting equality in education,improving educational efficiency,supporting education choice,and giving more rights to education to states and school districts.However,compared to the actual 2020 budget,the budget would see significant cuts in education funding.These factors are the change of American economic policy,new federalism,principles of education policy and reform of Basic education.
