“以农为本”的新农村规划实践探讨--以苏州市北联村为例

摘　　要：我国在新农村规划实践中表现出规划主旨不明确、缺少分类指导、忽视村庄农业实际、忽略农民主体地位、不尊重村庄地域特色等做法,致使村庄建设缺乏差异性和特色。苏州北联村从“以农为本”出发,充分尊重与关注农村、农业与农民,挖掘农村资源,依托农业优势,发挥农民作用,塑造了经济发展、生态和谐且富有地域特色的新农村形象。In the practice of new rural planning in our country, there are many problems, such as unclear planning theme, the lack of classification guidance, the ignorance of the village’s agricultural reality, the neglect of the main status of the farmers, and the lack of respect for the village’s regional characteristics, resulting in the lack of differentiation and characteristics of village construction. Starting from "farming-orientation", Beilian Village in Suzhou fully respects and pays attention to rural areas, agriculture and farmers, taps rural resources, relies on agricultural advantages, and gives full play to the role of farmers, creating a new rural image with economic development, ecological harmony and rich regional characteristics.
