“放管服”背景下高校出国访学报销业务探讨--以山东省某省属高校J大学为例

摘　　要：随着我国经济发展的日新月异,国际间交流合作蓬勃发展,各高校也在国际文化交流合作中占据着重要位置。进入新世纪后,国家留学基金委,各个省级财政,各高校均大力支持在职教师、在校研究生出国访学,中长期出国培训的人次逐年增长。本文立足于省属高校,结合高校出国访学业务自身特点,指出当前出国访学在财务报销整体流程、细节、审批、监督上存在一系列的问题,在当前“放管服”的思想指导之下,本文给出了相关建议。With the rapid development of China's economy,international exchanges and cooperation are booming,and universities also occupy an important position in international cultural exchanges and cooperation.After entering the new century,the China Scholarship Council,provincial finance,and universities have strongly supported in-service teachers and postgraduate students to study abroad,and the number of mid-to long-term training abroad has increased year by year.Based on the provincial universities,this article points out that there are a series of problems in the overall process,details,approval,and supervision of financial reimbursement for the current overseas study visits.Under the guidance of the current"decentralization-management-service"ideological guidance,this article gives relevant suggestions.
