高校决策的若干特点及其应对方略

摘　　要：决策是治理的核心功能,决策的失误是最大的失误。高校决策除具有一般决策的特点外,还具有其自身的特点,须有针对性地采取不同的策略,努力实现决策的科学化、民主化。高校决策的特点主要体现在:高校决策是为自由创造条件的决策,须坚持相互尊重与信任的原则,转变思维方式,将院系作为决策的重要主体;高校决策具有学术决策、行政决策、综合决策三种类型,应充分发挥师生在治理、决策中的作用,提高学术决策的地位,坚持“两个优先”原则;高校决策容易脱离根本目的,必须加强决策研究,完善决策制度,开展决策评价;高校决策容易处于两极对立,要摈弃非此即彼的思维方式,在对立之中探究事物的本质和规律,找到正确的决策方案;高校决策将对国家未来产生深远影响,必须在文化建设上下功夫,创建相应的组织文化,围绕共同目标,通过共同创造,实现共同发展。Decision-making is the core function of governance wherein inaccuracy in decision-making is considered biggest mistake.Decision-making in higher education institutions has its own characteristics,so it is necessary to adopt different strategies to realize scientific and democratic decision-making,and create freedom.It is necessary to adhere to the principle of mutual respect and trust,change the way of thinking,and take colleges and departments as the main body of decision-making.There are three types of decision-making in higher education institutions,i.e.,academic decision-making,administrative decision-making,and comprehensive decision-making.Teachers and students should give full play to their roles in governance and decision-making,and improve the status of academic decision-making.Furthermore,it is necessary to strengthen decision-making research,improve decision-making system and carry out decision-making evaluation.University decision-making is easy to be in polar opposition,so it is necessary to explore the nature and law of things in the opposition and find the correct decisionmaking scheme.University decision-making will have an extensive impact on the future of the country,so we must work hard on cultural construction,create corresponding organizational culture and realize common development.
