摘 要:以卓越为导向的学术代表作评价制,旨在克服科学计量评价制对数量的盲目追求,但在高校教师职称评审的应用中面临标准可量化和程序公平的双重挑战。基于学术代表作认可的“小同行”评议原则和教师职称晋升的排他主义特征,学术代表作评价制的实施需要保障校外同行评审专家的优先权,设计公平、透明的职称评审程序和具有辨识度与区分度的评价标准。高校教师职称评审中学术代表作评价制的实施,应构建以校外同行评议为核心的职称评审秩序;注重发挥学术共同体和科学计量方法在专家筛选中的作用;综合采用结构化的专业同行评议得分与科学计量分析结果;健全同行专家的评审不端防范制度。The excellence oriented academic representative work system aims to overcome the blind pursuit of quantity by the scientific measurement evaluation system.However,its application in the university teachers’title evaluation faces dual challenges of quantifiable standards and fair procedures.Based on the principle of small peer review for academic representative evaluation and the exclusive characteristics of teachers’academic promotion,the implementation of the academic representative work system needs to ensure the priority of peer review experts outside the school,and design a fair and transparent academic promotion evaluation procedure and an evaluation standard with recognition and differentiation.Therefore,universities should build a professional title review order centered on offcampus peer review,focus on the role of professional peers and scientific measurement methods in expert selection,comprehensively adopt structured professional peer review scores and scientific measurement results,and improve the prevention system for peer review misconduct.
