How to Break the Dilemma of High-level Talent Competition Under the Economic Disadvantage——Evidences from Chinese Vice-provincial Level Cities

摘  要:针对经济劣势城市高端人才竞争短板突出、策略尚未明晰的现实问题,以15个副省级的高端人才政策为研究对象,通过遴选设计政策量化评价指标,运用PMC指数模型审视处于经济劣势下的副省级城市高端人才政策短板所在。研究发现,经济劣势城市在资金支持方面存在严重短板;在成长环境搭建方面存在差距但并存机遇;在人才支持体系方面存在漏洞亟待完善。经济劣势城市应当从正视资金短板,寻求错位竞争;聚焦成长环境,营造育才沃土;完善人才支持,发挥人才效能3个方面进行政策调整与改进,以期在经济劣势下扬长补短,实现高端人才集聚。Aiming at the actual problem of high-level talents competition in economically disadvantaged cities with outstanding shortcomings and unclear strategies, this paper focuses on fifteen vice-provincial level cities’ high-level talent policies. Basing on selecting and designing index of quantitative policies evaluation, by using the PMC index model to examine the shortcomings of high-level talent policies in vice-provincial level cities under economic disadvantage. It is found that, economically disadvantaged cities have serious shortcomings in funding support. There are gaps and opportunities in setting up a growth environment. Besides, economically disadvantaged cities have loopholes in talent support system which need to be improved. Economically disadvantaged cities should face up to the shortcomings in funding support and seek misplaced competition, focus on creating growth environment for high-level talents, improve talent support system and maximize the effectiveness of talent resources, so as to complement economic disadvantage and achieve high-level talent aggregation.
