斯塔佩尔案的调查处理对科研诚信制度建设的启示

摘　　要：斯塔佩尔科研不端案因涉事机构之多、人员之广、历时之长、影响之大在荷兰乃至全球科学界掀起了轩然大波。该案的调查结论和调查过程在科研诚信的宏观建设和微观调查方面都提供了有益经验。在宏观上,强调了制定科研诚信规范,建立专门咨询和调查机构、专门网站的重要性。在微观上,调查过程坚持了三个诚信委员会同步联合调查、调查结果公布与调查过程同步进行、调查案件本身与调查研究环境和研究文化同步开展的"三同步"原则,及时制止了斯塔佩尔不端行为对科学的损害,回应了社会的关注,维护了科研的尊严,值得思考和借鉴。The scientific fraud committed by Diederik Stapel,due to the number of involved organizations,the wide range of personnel,the long duration and the impact,sent shock waves across the academic world in the Netherlands.The findings and the investigation process of this case have provided useful experience in the macro-construction and micro-investigation of research integrity.At the macro level,the case highlights the importance of establishing a special research integrity agency and creating a research environment that promotes research integrity.At the micro level,the investigation process adhered to the simultaneous work of the three integrity committees,the synchronization of the investigation and the publication of its results,and the simultaneous investigating of the case itself and the research culture.
