高校教代会提案工作研究--基于北京师范大学教代会提案工作的实践

摘　　要：教代会提案工作是教代会代表依法履行职责的重要环节,是教代会制度最核心、最有特色的部分之一。通过梳理2006-2019年间北师大教代会提案工作,研究发现:年度征集提案数和立案提案数总体上均呈稳中有升的趋势,代表非常关注与学科建设、人才培养和科学研究等方面直接相关的后勤保障问题。研究认为,为更好地提高教代会提案工作水平,可以采取如下措施:优化流程、强化细节,激发代表爱校履职的积极性;多点发力、全程联动,积极引导教职工通过提案表达意见和建议;提供平台、创造条件,培养代表履职能力,提高代表履职成效。The work of proposals for the Teachers’ Congress is an important link for representatives of the Teachers’ Congress to perform their duties in accordance with the law, and it is one of the core and most distinctive parts of the Teachers’ Congress system. Through combing the 2006 - 2019 proposal work of the Teachers’ Congress of Beijing Normal University, the study found that the number of proposals solicited annually and the number of proposals on file showed a steady and upward trend. Representatives paid great attention to the logistics support jobs directly related to discipline construction, talents training, and scientific research. The researchers believe that, to better improve the level of the Teacher’s Congress proposal work, the following measures should be taken: 1) to stimulate the enthusiasm of school representatives to perform their duties by optimizing the process and strengthening the details;2) actively guide the faculty and staff to express their opinions through the proposal and suggestions by multi-point efforts and full linkage;and 3) to cultivate the ability of representatives to perform their duties and improve their performance by providing a platform and creating conditions.
