摘  要:文中从分析移动通信用户特征、管理方式、用频环境、网络组织,以及终端形态等方面特征入手,提出了民用移动通信用户特征是无规则自由个体随机用户的"游牧部落",入网资格是签约获取授权,用频环境是受法律保护"固定频带",时频资源管控是"随机业务调度资源",网络建设是预先规划设计的特征。军用无线通信成员构成是有计划作战单元确知成员的"任务编组",网络成员是任务编成明确,用频环境是高强度对抗"复杂环境",时频资源管控是"预知业务适配资源",网络拓扑是动态适配任务等军民差异的结论,为更好地利用民用技术,实现军事应用跨越式发展提供有价值的参考。This paper analyzes the typical difference between civil and military mobile communication,including user characteristics,management mode,frequency environment,network organizing,and terminal forms.Firstly,it is proposed that civil mobile communication users are more like"Nomadic Tribe,"which consists of irregular free random individuals with a series of characteristics:network access qualification is authorized by signature;frequency environment uses a"Fixed Frequency band"protected by law;time-frequency resource management and control adopt a method of"Resources Random Service Scheduling";network construction adopts pre-planning design.In contrast,it is also proposed that military wireless communication users’composition is the"Task Grouping"of the planned combat unit’s known members with the following characteristics:network members are explicit in task composition;frequency environment is a"Complex Environment"with high-intensity confrontation;time-frequency resource management and control adopt a method of"Resources Predictive Service Adaptation";network topology uses a method of task dynamic adaptation.This military-civil difference conclusion provides a valuable reference for the better use of civilian technology and realizing military applications’leapfrog development.
