绿色金融政策与经济增长质量——基于FAVAR模型的广义视角分析

摘　　要：从绿色金融政策与经济增长质量的关系出发,构建包括经济增长质量外延类信息、内涵类信息以及绿色金融政策变量在内的103维宏观信息集,建立因子增广向量自回归模型(FAVAR),根据估计结果选择部分经济增长质量序列说明绿色金融政策对经济增长质量的影响效应。主要结论包括:绿色金融对代表福利变化和成果分配的变量序列有促进作用;对代表经济结构的变量序列影响存在较长的时滞性,长期来看有改善经济结构的作用;对代表资源利用和生态环境代价的变量序列的影响存在不确定性。中国应继续加大绿色金融的政策导向,完善绿色金融制度和政策框架,推动国民经济高质量可持续发展。Based on the relationship between green financial policies and quality of economic growth,this pa⁃per constructs a 103-dimensional macro information set including information of economic growth quality extension,information of connotation and green financial policy variables,establishes factor augmented vector autoregressive model,and illustrates the impact of green financial policy on economic growth quality by using part of the economic growth quality series based on results of estimate.The main conclusions of this paper are as follows:Green finance promotes the variable sequence representing welfare changes and achievement distribution,has a long time lag in the influence of the variable series representing the economic structure,improves them in the long run,and has un⁃certain influences on the variable sequence representing the cost of resource utilization and ecological environment.China should continue to increase the policy guidance of green finance,improve the system and policy framework of green finance,and promote the high quality and sustainable development of national economy.
