摘　　要：目的:调查居民对医保异地报销政策的知晓情况并分析其影响因素,为更好地实现政策目标提供参考。方法:对黑龙江省和山东省的640名居民进行问卷调查,根据韦纳归因理论对可能影响知晓程度的因素进行维度划分。结果:共收到有效问卷620份,政策名称、申报人群种类和申报需提前备案的知晓率分别为26.3%、17.1%和19.2%。在获取政策信息方面,使用人数最多的3种宣传途径依次为医务人员、亲朋或邻居、医保经办机构,宣传效果最好的3种途径依次为传统媒体、社交软件和网页浏览。政策知晓的机遇和任务难度是知晓程度的主要影响因素。结论:居民对医保异地报销政策的知晓程度很低且存在人群差异。从降低其政策知晓的任务难度来解决该问题较为合理,其中提高宣传工作者素质并开展全媒体宣传是有效手段。Objective:To investigate the residents'awareness of the medical insurance policy of medical treatment in non-resident place,analyze its influencing factors,and provide reference for better realization of policy goals.Methods:640 residents were conducted by a questionnaire in Heilongjiang province and Shandong province.According to Weiner's attribution theory,the factors that might affect the degree of awareness were divided into dimensions.Results:A total of 620 valid questionnaires were obtained.The awareness rates of the name of the policy,the type of applicant and the need to file in advance were 26.3%,17.1%and 19.2%,respectively.In terms of obtaining policy information,medical staff,relatives or neighbors,and medical insurance agencies were the three most popular ways of publicity,and traditional media,social software and web browsing are the three most effective ways of publicity.The opportunity of policy awareness and the difficulty of task were the main factors influencing the degree of awareness.Conclusion:The residents'degree of awareness of out-of-town reimbursement policy of medical insurance is very low and there are population differences.It is reasonable to solve this problem by reducing the task difficulty of its policy awareness,among which it is effective to improve the quality of propaganda workers and carry out all-media propaganda.
