摘　　要：江苏省社区网格化治理工作基于"全要素网格"的定位,对"服务型行政"的建设进行了实践探索,在动员社会力量参与治理、推进多元共治方面已经取得了较为突出的成就,形成了较典型的经验。但也存在一些问题,具体表现在:一些地区的治理机构和工作人员传统思想观念存在惯性,组织领导不够有力,专业队伍建设不平衡,缺乏制度性保障。应当从四个方面进行完善:确立服务型的工作理念,加强党建引领的领导建设,建设专业化的工作队伍,实现法治化的制度保障。Based on the orientation of"total-factor grid governance", the community grid governance in Jiangsu Province has carried out practical exploration on constructing"service-oriented administration", and has made outstanding achievements in mobilizing social forces to participate in governance and promoting pluralistic governance, forming typical experience. However, there are also some problems, namely the inertia?of traditional thoughts and concepts among the governance institutions and staff in some areas, lack of strong organizational leadership, unbalanced construction of professional teams, and lack of institutional guarantee. It should be improved from four aspects: establishing service-oriented work concept, strengthening leadership construction led by Party building, building professional work team, and realizing legalized system guarantees.
