文化安全视角下的新疆区域性语言战略构拟

摘　　要：文章从新疆文化安全和语言战略方面探索新疆长治久安新途径。对于暴恐必须采取法治的办法,而要长期稳定,需要发挥语言文化细雨润物的巨大力量。语言既是文化安全的第一要素,也有文化认同的作用。要巩固新疆文化安全,就需要加强本地区语言能力建设,把双语教育、外语教育和汉语国际教育三者联系在一起,建立目标、任务和措施明确的新疆区域性语言战略。完善双语教育,促进跨民族交流和交际实现交融,有利于深化民族团结和促进公民身份认同,有利于巩固文化安全和构筑社会稳定基础;做好外语关键语言的选择和教育,有效推进汉语国际文化交流,就是加强我国文化安全的软实力建设。This article explores new ways of peace and stability of Xinjiang from the aspects of culture and language strategy in Xinjiang.The rule of law can bring stability,but the long time stability requires gradual influences brought by language and culture.Language is the primary factor of culture safety and contributes to cultural identification.To consolidate Xinjiang's culture safety,the regional language construction should be reinforced,and the three parts of bilateral education,foreign language education and Chinese international education should work together and set up a goal-oriented,task-clear regional language strategy for Xinjiang.Specifically,good bilateral education can bridge cross-ethnic group communication and integration,help with the deepening of ethnic group unity and citizenship identification,as well as consolidating culture safety and the foundation of social stability.Finally we need to strengthen China's soft power construction by doing a good job in the choice and education of key foreign language and the effective promotion of international cultural exchanges of Chinese.
