摘　　要：高等教育的功能定位是高等教育规划编制的逻辑起点。作为区域高等教育发展的指导性文件,"十四五"区域高等教育规划的编制要坚持全局性、协调性和批判性三个原则。为落实这些原则,还要求真、求全、求实和求新,这是确保区域高等教育规划兼具科学性和可操作性并顺利实施的前提和基础。The function of higher education is the theoretical basis and logical starting point for the formulation of higher education development plans.As the guiding program doc-ument of the development of regional higher education,the formulation of regional higher edu-cation plan must follow certain principles,namely,to establish a holistic perspective,coordina-tion concept and critical view.In order to implement these principles,the formulation of plan should strive to be "true" and "comprehensive", "practical" and "new" are the prerequisites and foundations for ensuring the scientificity and operability of regional higher education planning and its smooth implementation.
