新冠疫情下的日本应急语言服务

摘　　要：本文探讨新冠肺炎疫情期间日本的应急语言服务,包括运行机制、服务内容与形式特征及相关启示%基于对日本47个都道府县政府机关、首相官邸、总务省、厚生劳动省等政府部门及非政府组织和非营利团体、大学机构和志愿者乃至相关企业的网络查询和电话咨询,发现日本应急多语言服务具有语种多样、内容丰富、表现形式图文并茂浅显易懂、活用科技手段等特征,实现了纵向(政府)与横向(非政府组织)的有机联合机制.服务内容包括疫情信息、个人及企业补助金、人管局签证问题、工作与学业方面的救助、孩子教育与家庭暴力以及日常生活等方面的信息%日本应急多语言服务体系的形成不是一蹴而就,而是来源于应急与非应急日常多语言服务之实践与经验.作为非政府组织的“一般财团法人自治体国际化协会(CLAIR)”及所属团体遍布全国各地,应急服务与应急多语言服务人员规模庞大,在全国范围内定期召开应急多语言服务培训班,备用于日常服务和应急服务,促进了政府提倡的“多文化共生社会”政策的落实与发展.本研究对中国提升应急语言服务能力具有一定的启示.This paper examines the eonegency language serice implemented in Japan during the COVID-19 pandemice,including the operation reguletions,serice contents8 and formal charcteristice.Japanese emer-gency language serice bhas relized the organic joint regultions of vertial(government)and horixontal(non-goverumental orgnation),mainly siouing at foreigners and mentally retarded people who cannot u8e the language conveniently.Relevant data were clleeted sbout 47 precturnl govenment agencies and some im-portant governnent departments,such as the Prime Minister of Japan and bis Cabinet,the Ministry of Inter-nal Affairs and Comnunications,the Mirlstry of Healt,Labor and Welfare,a8 well 8 NGO&and NPO8,universities,volunteers and enterprises.The emergency multilingual service in Jopan has the characteristis of diverse languge capbiltis,rich contents,grapbic and test capecities,a well as flexible use of scentife and technobogieal means.The serice contents inelude COVID-19 epidemie information,personal and enter-prise subsidies.visa ssues at the lmmigration Bureau,ssistance in wark and study.chilren's education and domestic violence.The formnation of Jaxan's etmergency multilingual srrice systetn comes from the practice and experience of daily uililingual service and offers emegency multilingual sevices.The Couneil of Loceal Authorities for International Relations and ffilited organizations can be found all over the country,and e mergency tmultilingual serices are conducted on a lrge scale.Training courses on etmergency multilingual services were beld nationwide on a regular buasis,which has promnoted the implementation and developmnent of the"multicultural symbiotie society"policy adrucated by the gorvernment.Such experience can provide some enlighenment for China to iomprove the enmergency language service abiliy and build Up the emengeney lanr guage service system.
