摘 要:近年来上海市级泵闸市场化养护改革步伐不断加快,改革中占重要地位的人员费用相关测算问题不断凸显,与人员费用相关的岗位设置、岗位定员、岗位薪资等测算方法不统一。为保证泵闸市场化养护的顺利进行及持续深化,保障泵闸安全稳定运行,确定统一、规范的泵闸运行养护人员定员定岗及薪资测算方法是十分有必要的。结合上海市泵闸实际情况,泵闸工程管理运行岗位宜按管理人员、运行人员、辅助人员三类设置,将定员级别分为7个级别,明确了各岗位定员数量及不同岗位薪资测算标准,可供类似市级泵闸市场化管理参考。Marketization maintenance reform of Shanghai municipal pump sluice has been accelerated constantly in recent years,and the calculation problems of personnel cost,playing an important role in the reform,have become increasingly prominent.The measurement methods related to personnel costs,such as post setting,post staffing,post salary,etc.are not unified.It is very necessary to determine the uniform and standard method of the personnel,post and salary measurement for the operation and maintenance of the pump sluice in order to ensure the smooth and continuous development of the marketization maintenance of the pump sluice,and to ensure the safe and stable operation of the pump sluice.The positions of the pump sluice project management and operation should be set according to the three categories of management personnel,operation personnel and auxiliary personnel according to the actual situation of the pump sluice in Shanghai.The staffing levels should be divided into seven levels,and the number of the staffing and the salary measurement standard of different positions are defined,which can be used as reference for the marketization management of similar municipal pump sluices.
