新医改视角下居民对慢性病医保的认知及使用现状分析

摘　　要：目的了解当地居民对新医改下慢性病医保政策的知信行情况,给政策的科学宣传及实施提供参考,以提高城乡居民慢性医保的保障水平,为居民提供更有利的医疗支持。方法在南充市城乡地区随机发放问卷,以访谈式或自填式完成问卷1200份。结果①调查对象对政策具体内容知熟度不高。②仅24.5%表示会主动关注其相关政策的更新,不同身体状况、年龄的调查者对慢性病医保关注度差异有统计学意义(P<0.05)。③77.2%居民对医保政策持满意态度。④不同背景消费者对慢性病医保使用情况不同,报销范围(64.8%)和缴费标准(44.2%)是影响使用率的两大原因。结论南充市居民对慢病医保知熟度不高,政策在使用过程中还存在问题,相关部门应完善政策不足之处以期提高居民对慢性病医保的使用能力。Objective To understand the knowledge,belief and practice of local residents on the chronic disease medical insurance policy under the new medical reform,and to provide reference materials for the scientific publicity and implementation of the policy.In turn,the protection level of chronic medical insurance for urban and rural residents will be improved to provide residents with more favorable medical support.Methods Randomly distributed questionnaires in urban and rural areas of Nanchong City,and completed 1200 questionnaires in interview or self-filling methods.Results 1.The survey respondents were not very familiar with the specific content of the policy.2.Only 24.5%said they would actively pay attention to the update of their related policies,and the degree of attention to chronic disease medical insurance was different among investigators of different physical conditions and ages,the difference was statistically siginficant(P<0.05).3.77.2%of residents are satisfied with the medical insurance policy.4.Consumers of different backgrounds use chronic disease medical insurance differently.The scope of reimbursement(64.8%)and the payment standard(44.2%)were the two main reasons that affect the utilization rate.Conclusion The residents of Nanchong City are not familiar with chronic disease medical insurance,and there are still problems in the use of the policy.Relevant departments should improve the policy deficiencies in order to improve the residents'ability to use chronic disease medical insurance.
