摘  要:中国共产党历来高度重视制度建设。考试法制作为制度建设的重要组成部分,自中国共产党成立以来,经历了从无到有,从酝酿、萌芽、探索到创立、完善,从单项到全面,从行政法规、规章到法律,从重实体到实体、程序并重的发展历程。中国共产党领导考试法制建设的百年探索内含清晰逻辑,即:以考试的效率性与人的自利性达到平衡为逻辑起点;以人民为中心,不断促进教育公平为逻辑主线;以落实立德树人为根本任务,借助考试培养和选拔能够担当民族复兴大任的时代新人,德智体美劳全面发展的社会主义建设者和接班人为逻辑终点。正是这条逻辑,使考试在服务于为国选才的道路上不断探索前进,对公平偏离形成了有效规制,将我国考试法制建设不断引向深入。The Communist Party of China(CPC)has always attached great importance to institution building.As an important part of institution building,the examination legal system since the founding of the CPC has gone through a long and continuous process of development from a single system to a comprehensive one,from administrative rules and regulations to laws,from emphasizing on entity to both entity and procedure.The century-long exploration of the examination legal system under the leadership of the CPC follows a clear logic,that is,the balance between the efficiency of examination and the interest of human beings as the logical starting point,people-orienting and fair education as the major logical line,as well as establishing moral education and training and selecting the new generation who can take up the responsibility of national rejuvenation and the socialist builders and successors who can develop morally,intellectually,physically and aesthetically with the help of examination as the logical objective.It is this logic that makes the continuously exploration of examination system advances on the road of selecting talents for the country,which in turn forms an effective regulation of unfairness,and leading the legal construction of China’s examination to a new and better prospect.
