后现代话语体系下新型政企关系构建路径思考——以“女性公交”及公交改制为例

摘　　要：随着管理活动越来越复杂,在治理失败面前,往往呈现的困境不是职责区分问题,而是政府合法性递减问题,因此,将传统的精英学理层面问题研究转移到普通民众实践层面的政府合法性问题研究,是后现代公共行政不得不思考的问题。选取和分析女性公交及国内主要城市公交改制案例,构建后现代话语体系下新型政企关系路径。With the management activities becoming more and more complex,the dilemma for the failure in governance is not responsibility differentiation but decreasing government legitimacy.Therefore,the problem that post-modern public administration has to think about is transferring the traditional research of elites at the academic level to the research of government legitimacy at the practical level for ordinary people.This paper selects and analyzes the cases of female public transportation and public transportation system reform in major cities in China,and puts forward the path of constructing new government-enterprise relationship in the post-modern discourse system.
