摘  要:目的分析浙江省卫生人力资源配置的公平性,为政府优化配置卫生人力资源提供参考依据。方法收集2014—2018年浙江省卫生人力资源的相关数据,运用集聚度分析法综合人口和经济因素对该省卫生人力资源配置进行评价,分析不同地市间卫生人力资源配置的公平性。结果2018年,嘉兴市的卫生技术人员、执业(助理)医师和注册护士的集聚度分别为1.812、1.618、1.873,丽水市的3项指标分别仅为0.248、0.257、0.245;各地区的卫生人力资源集聚度与人口集聚度的比值为0.785~1.449,与经济集聚度的比值为0.706~1.703,且与人口、经济集聚度存在正相关关系(均P<0.05)。2014—2018年,Ⅰ类地区卫生人力资源集聚度5年来总体呈波动上升趋势,Ⅱ类地区则总体为先升后降。结论浙江省各地市卫生人力资源配置不均衡,经济发展水平影响卫生人力资源配置;大部分地区护士集聚度低于医师集聚度,护理人力资源配置不足。建议政府制定合理的发展规划,科学设置资源配置标准,改善卫生人力资源布局的合理性。Objective To analyze the equity of health human resource allocation in Zhejiang Province,and to provide a reference for the government to optimize the allocation of health human resources.Methods The relevant data of health human resources in Zhejiang Province from 2014 to 2018 were collected.The allocation of health human resources in Zhejiang Province was evaluated by agglomeration degree analysis method,and the fairness of health human resources allocation among different cities was analyzed.Results In 2018,the agglomeration degrees of health technical personnel,licensed(assistant)doctors,and registered nurses in Jiaxing were 1.812,1.618,and 1.873 respectively,while those in Lishui were only 0.248,0.257 and 0.245 respectively.The ratio of health human resource agglomeration degree to population agglomeration degree was 0.785-1.449,and the ratio to economic agglomeration degree was 0.706-1.703,and there was a positive correlation between health human resource agglomeration degree and population and economic agglomeration degree(P<0.05).From 2014 to 2018,the agglomeration degree of health human resources in class I areas showed a fluctuating upward trend in the past five years,while that in class II areas increased first and then decreased.Conclusions In Zhejiang Province,the allocation of health human resources is unbalanced,and the level of economic development affects the allocation of health human resources.In most areas,the concentration of nurses is lower than that of doctors,and the allocation of nursing human resources is insufficient.It is suggested that the government should formulate a reasonable development plan,scientifically set the standard of resource allocation,and improve the rationality of the distribution of health human resources.
