摘  要:受自然气候影响,我国北方干旱半干旱地区长期以来处于农业耕种条件优良与灌溉用水短缺并存的窘况,生态环境状况普遍较为脆弱,如何以有限的水资源支撑国家粮食安全、维护生态环境健康发展,是当前迫切需要破解的瓶颈问题之一。基于内蒙古西辽河流域水土资源配置失衡的具体表现,系统归纳了其原因,并依据以水定地的核心目标和功能,结合西辽河流域的实际情况,提出了能科学有效地改善流域水土资源配置失衡的以水定地水土资源宏观优化配置思路。此外,还提出了建立健全多部门统筹协调机制,完善现代化的监测计量设施并强化监管,鼓励政府、市场、社会共同发力以确保多方共赢的措施建议。Affected by the natural climate,the arid and semi-arid areas of northern China have long been in the dilemma of good agricultural cultivation conditions and shortage of irrigation water,and the ecological environment is generally fragile.It is one of the bottleneck problems that need to be solved urgently to guarantee national food security and maintain the healthy development of ecological environment with limited water resources.Based on the specific performance of the imbalance of the allocation of water and soil resources in the Western Liao River Basin of Inner Mongolia,and according to the core objectives and functions of land determination by water,combined with the actual situation of the Western Liao River Basin,this paper puts forward the idea of macro optimal allocation of water and soil resources by water,which can scientifically and effectively improve the imbalance of the allocation of water and soil resources in the basin.In addition,this paper also proposes measures to establish a sound multi-department coordination mechanism,improve modern monitoring and measurement facilities,strengthen supervision,and encourage the government,market,and society to work together to ensure a win-win situation for all parties.
