摘　　要：国家每年投入污水处理行业千亿资金,各地也出台了污水处理运行管理办法,由于缺乏完善的绩效指标体系,很难将污水处理厂的运行维护情况与绩效评价结合起来分析。站在第三方角度,根据政府发布的管理办法并结合污水处理现状,梳理相关文献,提出污水处理厂两级绩效指标体系,为加强主管部门监管和提高污水处理厂综合运行能力提供参考,有助于推动污水处理行业健康可持续发展。The state invests hundreds of billion funds in the sewage treatment industry every year,and the local governments have also issued the management methods for sewage treatment operation.However,due to the lack of perfect performance index system,it is difficult to combine the operation and maintenance of sewage treatment plant with the performance evaluation.Therefore,from the third party perspective,according to the management measures issued by the government and combined with the current status of sewage treatment,combing the relevant documents,this paper puts forward the two-level performance index system of the sewage treatment plant,to provide suggestions for strengthening the supervision of the competent departments and improving the comprehensive operation capacity of sewage treatment plant,which will help to promote the healthy and sustainable development of the sewage treatment industry.
