摘　　要：[目的]构建深化医药卫生体制改革考核指标体系,为深化医改考核工作提供评价工具。[方法]基于"结果链"理论,通过文献研究法和头脑风暴法构建指标池,形成初步的考核指标体系,发放正式调查问卷,选取20位专家进行2轮Delphi专家咨询,权重通过模糊综合评价法确定。[结果]经过2轮专家咨询后得到专家积极系数分别为80.0%和100.0%,专家的权威系数、判断系数和熟悉程度系数均在0.8以上;专家意见协调系数为0.226~0.362,差异均有统计学意义(均P<0.05)。最终确定的指标体系包含5个一级指标,19个二级指标和62个三级指标。[结论]构建的深化医药卫生体制改革考核指标体系科学性、系统性、导向性良好,可为实际的医改评估提供评价工具。Objective To build assessment index system of deepening medical and health reform system so as to provide evaluation tool for deepening medical reform assessment work.Methods Based on"result chain"theory,the index pool was constructed by literature research method and brainstorming method to formulate primary assessment index system and give out formal questionnaire,it selected 20 experts for 2 rounds of Delphi expert consultation,and the weights were determined by fuzzy comprehensive evaluation method.Results After two rounds of expert consultation,the positive coefficient of experts was 80.0%and 100%respectively,and the authoritative coefficient,judgment coefficient and familiarity coefficient of the experts were all above 0.8;The coordination coefficient of expert opinion was from 0.226 to 0.362.There were statistically significant in the differences(P<0.05).The final indicator system included 5 first-level indicators,19 second-level indicators and 62 third-level indicators.Conclusions The constructed assessment index system of deepening medical and health reform system has better scientificity,systematicness and guidance quality which can provide evaluation tool for actual medical reform evaluation.
