区域合作视角下的深圳特区扩容研究

摘　　要：特区扩容是指经济特区版图的扩展,其实质是特区内所实行的特殊经济政策和经过实践检验的成功经验在地理上的扩散。以区域合作为主要形式的深圳特区扩容,可分为三个阶段。第一阶段,合作的动力是政策协同效应,主要特征是“特区”话语适应于领导权话语。第二阶段,在资源协同效应的期望下,深圳扮演的关键行动者角色是实现扩容的关键。而在第三阶段,跨界合作双方的动机是资源与政策协同的综合效应,与主导话语相适应的城市——区域尺度的出现,缓解了各方矛盾,是深圳以跨界合作形式实现扩容的主要原因。对深圳特区扩容的阶段特点和机制内容进行总结发现,不同阶段的合作动力导致不同的话语构建、尺度跳跃和网络构建,进而也影响到合作结果的稳定性。On the surface,the expansion of Special Economic Zone refers to the expansion of its territory.In fact,the nature of this process means spreading of the special economic policies and the successful experiences tested by Shenzhen SEZ.With regional cooperation as the main form of expansion of Shenzhen SEZ,this process can be roughly divided into three stages,and the motivation,procedures and results of them are obviously different.In the first stage,the motive force of cooperation is the policy coordination effect,and the adaptation of“special zone”discourse to hegemonic discourse is its main characteristic.In the second stage,Shenzhen Municipal plays as the role of key actor,which leads to the success of the expansion of Shenzhen SEZ.In the third stage,the motive of the two sides of cross-border actors is the comprehensive benefit of the coordination of resources and policies,and the emergence of the urban-regional scale alleviates the contradictions between the parties and is the key to the expansion of the SEZ.It is found that different cooperative dynamics lead to different discourse construction,scale jump and network construction,and then affect the stability of cooperation results.
