摘 要:当前,全球主要国家高度重视科技在经济、军事和社会治理等方面的地位和作用。在中美战略竞争及全球疫情新格局下,日本意图扬长避短,发挥比较优势,保持中美之外“第三极”的角色。近年来,日本提出“全球人才”战略,明确了基本方针与政策措施,健全了科技人才资助体系。本文从日本科研经费、科研人员、诺贝尔奖获奖情况,以及与世界主要科技大国横向对比等角度,分析日本科技人才战略的特点及国际经验,在此基础上对我国科技人才战略提出若干政策建议。At present, major countries in the world attach great importance to the status and role of science andtechnology in economic, military and social governance. Under the new situation of strategic competition between Chinaand the United States, the global epidemic situation, Japan intends to develop its strengths and avoid its weaknesses,give play to its comparative advantages,and maintain its role as the“third pole”beside China and the United States.In recent years,Japan has put forward the“global talent”strategy,clarified the basic principles and policies,and improved the funding system for scientific and technological talents.This paper analyzes the characteristics and international experience of Japan’s science and technology talent strategy from the aspects of scientific research funds,scientific research personnel,Nobel Prize winners,and horizontal comparison with major scientific and technological powers in the world.On this basis,it puts forward some policy suggestions for China’s science and technology talent strategy.
