摘　　要：中小企业的发展情况是一个地区经济发展的晴雨表,事关国民经济发展之大计。各级政府及主管部门对此十分重视。但是长期以来,中小企业有其自身特殊背景,因而在发展过程中出现了或多或少的发展瓶颈和发展障碍。论文提出中小企业要把控好以人才梯队培养为基础的智力资本建设这个根本性因素。The development status of small and medium-sized enterprises is a barometer of regional economic development,which is related to the overall plan of national economic development.Governments at all levels and competent departments attach great importance to this.But for a long time,small and medium-sized enterprises have their own special background,so there are more or less development bottlenecks and obstacles appeared in the development process.This paper proposes that small and medium-sized enterprises should grasp and control the fundamental factors well,that is,the intellectual capital construction based on the talent echelon training.
