摘　　要：治好长江之病要"既治已病,也治未病",让母亲河永葆生机活力,这是习近平总书记对长江流域治理的重要指示,更是对全国河湖治理的重大战略要求。特别是"既治已病,也治未病"的"双治"理念,对于纠正长期以来治水工作前瞻性不足和系统性不强的问题、树立未来治水工作的长远性和系统性思维、引领中国现代治水新时代和开创中国现代治水新模式,具有深刻且长远的重大战略指导意义。在分析"双治"理念的时代背景和重大战略意义的基础上,提出了贯彻"双治"理念的总体思路和重要举措。It is necessary to treat both the pre-existing disease and the not-appearing diseases for the management of the Yangtze River,so that the mother river could remain vigorous forever.This is the important guidance of General Secretary Xi Jinping and also a major strategic requirement for the management of the rivers and lakes in China.The“double management”concept is important for correcting the problems of insufficient foresight and systemicity in the water management,establishing long-term and systematic thinking for the future water governance,and leading a new era and a new model of modern water governance.This article analyzes the era background and significant strategic significance of the“double management”concept,and puts forward the general ideas and important measures to implement the“double management”concept.
