摘 要:基于2011年浙江、湖北和陕西三省54个村庄和1134个农户的微观数据分析表明,目前无偿分配、无偿使用和缺乏退出机制的宅基地制度是农户宅基地面积扩张的制度基础。在这种制度背景下,农房(含其下宅基地)市场的发育增加了农户扩大占地的激励,农房(含其下宅基地)市场越活跃,农户的宅基地占地面积就越大,一户多宅的可能性也越高。在实施了严格控制宅基地面积制度的村庄,农户一户多宅的可能性更高。在有农房(含其下宅基地)市场的村庄,村干部和富裕家庭一户多宅的可能性更高,宅基地面积也更大。Contrary to prevalent belief,our study,using a 1134 household-level dataset sampled across 54 villages in Zhejiang,Hubei and Shaanxi,finds substantive evidence that rural homestead market is not an effective remedy,but somehow a poison for rural sprawl.Given the current homestead system where the rights to homestead is entitled free and non-alienable afterwards,a burgeoning and booming homestead market gives rise to the eagerness of value capture,which drives the households expanding their homesteads horizontally,thus contributes to rural sprawling.The more active the homestead market is,the larger the land occupied by farmers’homesteads will be,the higher the possibility of multiple homesteads in one household.In the villages where strictly controlling the size of the homestead is implemented,it is more likely for farmers to live in multiple homesteads in one family.Besides,those who have better chances of getting new or larger homestead capture more,such as households that are wealthy or village cadres.
